天津、辽宁、山东、贵州省（市）财政厅（局）：

　　为了落实《国务院关于鼓励和引导民间投资健康发展的若干意见》（国发[2010]13号）精神，引导小额贷款公司规范健康发展，加大对“三农”发展的支持力度，现就小额贷款公司涉农贷款增量奖励有关事项通知如下：

　　一、从2012年起，在天津、辽宁、山东、贵州等4省（市）开展小额贷款公司涉农贷款增量奖励试点。

　　二、申请奖励资金的小额贷款公司应建立较为完善的风险管理和内控制度，经营运作良好，且各项指标符合有关监管部门要求。

　　三、奖励政策的适用范围、标准、条件，相关预算管理和中央、地方财政分担比例，以及奖励资金的申请、审核、拨付程序，按照《财政县域金融机构涉农贷款增量奖励资金管理办法》（财金[2010]116号）执行。

　　四、你厅（局）要会同有关部门做好组织落实工作，并按照财金[2010]116号的相关规定，加强资金申请、审核、拨付等环节的管理。
